The right way is replacing the cover.

An intermediate way is pulling the cover and having it welded up (not sure what the material is, or how reasonable it is to weld)

The cheap way is using JB Weld or similar. Clean everything off, sand, clean, epoxy. Do this with the bike lying on the right side so you don't have oil seeping out while you do this - epoxy won't stick to oil. Or, somewhat better, do this with the cover off the bike (and maybe epoxy the inside too, if there's clearance).

If there's enough clearance, you might consider adding a small steel or aluminum plate there to reduce the odds of this happening again.
