So I ordered some excel wheels new from a reputable company and to me they seem used. I dont have any experience with the Excel company and was just wondering if this is normal for the wheels to look like the pics below.
every hoop has to be welded together and then the weld is ground down, that's what you see in the second pic. as far as the other scuffs go, probably just the result of the manufacturing process, marks like that don't happen from a rim or wheel being used. if the visible areas of the wheel are unscuffed and look new, then it probably is a new wheel.
I can't see the pictures clearly.
But there should only be a clean surface. Final manufacturing process is anodizing and printing. Nice shiny finish.
All excel hoops I've bought are clean enough to eat off.
