I don't think there can be an easier state to street legalize a bike.
In 06 I got my 05 450SMR registered in about 10 minutes in Huntsville. I had all the lights, tires, horn etc. that I thought would make it street legal and guess what, they never even looked at the bike, ever! They were supposed to look at the VIN on the frame but that's all they are required (and allowed) to do. The point being Alabama has no inspection laws. It is up to you to conform to "known" DOT laws. Any questions let me know.
I know I will get a lot of ******* jokes, but Arkansas is the same way. The Arkansas supreme court ruled the inspection of automobiles is illegal (read unconstitutional) and did away with it about 5 years ago.
